I agree about the importance that fixes find their way into the shared repository. That's a concern no matter the source management system. The updated Mercurial setup page provides a simple recipe (clone - commit - push) to get a fix into the shared repository: http://code.google.com/p/mcl/wiki/MercurialSetup I encourage developers to try it out.
