People with ISPs that block access to certain sites use it for
bypassing those blocks.  My logs showed lots of requests for porn
from people in Russia.  Nothing I would send back would stop
the requests leading me to believe that there was a program
on the client side that would send the same request to multiple 
proxy servers and would simply ignore failures.
