Oh quite a number things.  Spammers use the 'CONNECT' method to inject
spam (smarter ones use the authorized mail relay machine for wherever
that proxy is); the opressed use them for browsing sites they
cannot otherwise reach; jerks use them to spider sites that already
banned them, etc. etc.
