A Monday announcement sounds fine to me. I think the home page could stand to be refactored. The entries under "Administrative Pages" could be moved to its own page, and possibly the same could be done with the Author's Guide section. In that case, the home page would be mainly oriented towards readers of the Cookbook, with links to a page for authors. The home page would become more focused and manageable. Thoughts? I agree about putting a notice re copyright on the registration page. I actually think it might not be a bad thing to include a stripped-down version of the Python notice, since it covers a few points which could otherwise become questions. I'll take a stab at that and y'all can tell me what you think.
