Well, a solution is metaprogramming ;-)  A simpler solution
is to write different versions of each file and copy the
appropriate version into the build.  This is ugly but
practical.  As Alex Peake will atest metaprogramming is
something that has been on my mind of late.  The program
transformation literature is vast and tantilising (one
starting point:
http://wiki.di.uminho.pt/twiki/bin/view/GTTSE/WebHome). 
I'm not aware of any good system that works in Scheme, but
I'm sure there are myriad papers in creating such a system,
just as I'm sure I really have other things I should be
doing!
