Since you were using version 2.6.1, I suspect your Dynamics AX is 32-bit, perhaps even not Unicode aware.  I do not expect the 64-bit blat.dll to work with your 32-bit Dynamics AX.  What I suggest is to download the 32-bit copy from the Windows 2000 folder https://groups.yahoo.com/neo/groups/blat/files/Official/32%20bit%20versions/Win2000%20and%20newer/.  If this 32-bit blat.dll still does not work, we should be able to find out what is wrong.

For version 2.6.1, and a few other versions around that same time frame, I had compiled Blat with a version other than Visual C++, and did not know enough to include the necessary runtime routines that are found in msvcrt.dll / msvcr71.dll.

As to why Dynamics AX is not able to find blat.dll, I do not have any answers.
