Unable to execute -install command on Win2008R2, error " Do not understand argument"

Hello Folks,
 

 Please help me get out of this error message which I have been struggling to figure out since last 2 days.
 Have tried almost everything and anything that i have got out of Google search, but no luck.
 

 Server running Windows 2008 R2 SP1, 64-bit
 Downloaded blat324_64.full.zip file.
 Copied all the 3 files, blat.dll, blat.exe, blat.lib to C:Windows\System32\ directory.
 Ran CMD with "run as administrator" option.
 Tried running blat -install, but failing everytime with below error message, not sure WHYYYY

 unknown error code 2 when trying to open ?install

 Tried with IP-Address of exchange server too, but same thing, its getting confused with every thing that we mention next to "install" switch.

 telnet to exchange.abcd.com.yy on port 25 has been working perfectly fine.

 When I go to regedit.exe and browse under HKEY_LOCAL_MACHINE, I couldn't find below location in my registry editor.
 HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Public Domain\Blat
 There is nothing like Public Domain in HKEY_LOCAL_MACHINE or HKEY_LOCAL_USER

 Please assist what am i doing wrong and where should I proceed from here.
