Windows 8 did introduce some additional security restrictions, but I've
found the simplest fix is to make sure blat is not in a system folder. I
put it into C:\batches, with the batches that typically call it, and
this requires no registry hacks nor Administrator priviledge for the
batches nor blat. The only issue which I've seen is occasionally I have
to set the -install config from an admin-level command window.
