It is possible to change something in the HTML code to set it as the default in one of the webskins?

Hello.

In WSSP-based webskins (mostly anything but Pronto), regardless of the settings, the reply always starts with the plain text version of the replied message.

In theory, Pronto could start with the HTML version as the XIMSS API allows it. However, the current implementation of Pronto does not do it either.
