ftp.m17n.org seems to be currently not available.  Someone
already complained, however no one responds so far. :-<
Could you use mirror sites?  For example:

ftp://ring.aist.go.jp/archives/elisp/apel/
ftp://ring.aist.go.jp/archives/elisp/flim/
