We have moved the server of m17n.org, and currently only
http is supported.  In addition to the above mirros, you can
also use these:
    ftp://ftp.jpl.org/pub/elisp/apel/
    http://www.kanji.zinbun.kyoto-u.ac.jp/~tomo/lemi/dist/flim/
