Yes, all bug numbers will be consistent.

This was a prime requirement in writing the migration code. It will result
missing ids in the issues that are migrated to exim/exim as bugzilla uses
a single sequence across all "Products" so skipping non-Exim items results
in holes, but the bug numbers for Exim items will be consistent.
