[exim/exim] [Bug]: Mails from new exim bug tracking system (Issue #3207)

What happened?

When I view the emails from exim-dev I see:

Is it possible to stop the double list headers ?
Dropping the "Re: [exim/exim]" would give twice as many characters of the actual subject line

Also the new system seems noisier; in particular I get two emails every time a bug is closed - one from the developer and one from toolsmith
