It's the default out-of-the-box pkg install exim install. Binary is setuid root, deliver_drop_privilege is not set

If I install 4.98 in exactly the same way (using pkg) then all works fine.

What debug info would you like ? Over on the FreeBSD bug tracker the package maintainer had reproduced this using a simple loop to send 100 emails fast and my userforward setup. The only output we really get is the error lines in the log files as posted though. But I can do whatever is needed to give you the info you require.
