Using Exiscan in the non-SMTP ACL

  ..seems to be forbidden, and after looking at cond_forbids[] in acl.c
 it is obvious that it is intentionally so.  I'd like to use "discard"
 in conjunction with "malware" in the non-data ACL, and if I remove the
 bit disallowing its use, it works just fine.  I don't see any reason
 why it shouldn't work for all the other facilities, either (I tested
 only "malware", though).

  So I'm curious to hear exactly why this is prohibited?  For what it's
 worth I can't think of any reason whatsoever..
