Seperating Recipients / RCPT ACL

The problem is that when a mail is received with multiple recipients, the RCPT ACL appears to be taking action for each domain, and not splitting them out. For example, say I wanted to add a header with the domain in called X-Domain. If a mail came in like this: To: [email protected], [email protected] The mail would be tagged with multiple headers: X-Domain: domain1.com X-Domain: domain2.com Is there any way of separating these out? I don't like the idea really that mails to multiple recipients are treated as a single mail when it hits the MTA; it makes things complicated later on when I want to do domain based manual routing (not to mention causing some weird problems... Any help appreciated, I can't really see anything appropriate in the spec file for either exiscan or exim.
