Why mode=666 for eml?

Hello,
I do not get the permission layout of /scan. The whole tree is owned by
exim-user:exim-group. Scan itself is 750 and contains a subdirectory for
every message, that is 750 itself, and in there rests the .eml with mode
666.

Why?

* Do the permission need to be more relaxed than 640, i.e. do scanners
  need to _modify_ the contents?

* The public rw has no effect, as the files are in a 750 directory.
