Comcast and Cox may SAY they block outbound tcp port 25, but I have
plenty o' proof that neither do entirely, for one, my Cox highspeed
connection has no problems using tcp 25 to any where I wish, also
my SMTP logs show that neither block very much if at all.

I just wish that all providers would block/filter outbound SMTP
connections over tcp port 25 for any dynamically allocated customer
space.
