Ummm.. actually, yes - Tim's HOWTO says

"Now you need to set up an ACL rule to do the virus scanning. Like
checking for "bad extensions", you can do this either in the MIME ACL
or the DATA ACL."

Which I believe to be wrong, supported by your evidence  - Tim, are you here?
