There is a GUI for sieve in the Mulberry mail client, but it is intended 
for the use with the carus imap server implementation of sieve. For average 
users, especially in heterogenous systems, a simple web interface should be 
sufficient. There is a sieve plugin for Squirrel Mail, but I never used it.
