As I understand it, it same rule applies to any other exim ACL.
(Please correct me if I am wrong).

Where if an ACL test cannot be completed it will return an error and the
message will be defered at SMTP with 4xx return code.

However this does not work with non-smtp ACLs and they will generate a deny.
