sedit format command

I have a strange behavior for the sedit format command. If I invoke it on the
first line of the body (below the 8 dashes), the text gets formatted without the
linebreak at the end of the 8 dashes. IOW, it pops up one line. If I send it
this way, the first line is lost since it is actually on the separator line
between header and body. 

If I start with a line break, this doesn't happen. It's a small thing, but
annoying after a while.
