please verify, that the localisation is set to english. Otherwise the gpg/
pgp-exmh-interface won't work. For example I wrote a shell-script to call 
exmh, which contains
LANG=de
LANGUAGE=en
LC_ALL=de_DE.ISO8859-1
...
export LANG LANGUAGE LC_ALL PATH MM_CHARSET PERLLIB;
umask 7
/opt/X11/bin/exmh $*

which means, that gpg, when run, uses the english messages, while the 
environment around, and all programs called by exmh uses the german 
environment (for example).
This solved the problems for me. I use gpg 1.4.7 with the current 2.7.2 
release version of exmh.
