Advantage of List name in the TO: field is that it seems more "correct". The message was not sent to a single individual; it was sent to a group; and the recipient should be aware of that. Having the list name also makes it easier for the recipient to filter list mail, although a Sender header could work for that. Only advantage I see to using VERH in the TO field is to get around moronic spam filters that don't like mail that isn't addressed to the recipient. I don't think that's a good basis for blocking mail, and I wouldn't be sympathetic to any subscriber who was behind such a filter..
