Don't understand why my list isn't moderated

I recently made some changes to an email list, but didn't think I
changed the moderation policy of the list. However, the list is now
unmoderated; whenever a subscriber sends a message to the list address,
it immediately goes out to all the list members. Instead, it should be
sent to the moderators for approval.

Here's the flags for the list:
[xxxx.org@www xxxx]$ cat flags 
-aBCDeFGhiJKlmnopQrStuVWXYZ
[xxxx.org@www xxxx]$

My understanding of the '-m -u -o' combination of flags is that messages
from subscribers must receive moderator approval before being sent to
subscribers, posts from addresses other than moderators are rejected,
and posts from non-subscribers are sent to the moderators for approval.
While this could be correct, in writing this out, I can see where it
might be contradictory. This list is an announcement-only type list,
where the only posts are from the moderators. Will the '-o' flag
override the '-mu' combination? To obtain the correct behavior (only
posts from moderators are allowed, and even these require moderator
approval, to prevent spoofing of moderator's addresses), what should my
flags be set to?

On a related note, I thought perhaps my documentation of ezmlm-make was
out of date. On a recent question I posted, I was told of updates that
changed how the configuration was stored, from DIR/config to DIR/flags
and other files. My copy of the man page for ezmlm-make still refers to
DIR/config, as do all the copies I could find through Google. Has the
man page for ezmlm-make been updated? How can I obtain the current one?
