When dialup and other lousy connections were more common, it was common advice to use it with a lowish value so that if your connection broke in the middle of retrieving, you wouldn't get as many duplicate messages the next time you connected. I don't think most people would want to change the value of N often enough to warrant making it overridable on the cmdline with another option. It's basically set-and-forget, or temporarily add it with a value of 1 for debugging/testing purposes.
