That *could* be trying to connect on a different port; it's not clear to me from the docs, but that could be trying to connect on the non-SSL-wrapped standard IMAP port and then do STARTTLS, which is not how getmail connects. Please try using getmail with an identical configuration from a computer that has internet connectivity through a different network than the machine that is failing to connect.
