You could also try:
telnet imap.gmail.com 993
If you don't more-or-less immediately see "Connected to <gmail-domain-name>",
then the problem is that you've been blocked/firewalled off, either at your
end or at Gmail's.
I'm able to connect this way without issue, so it isn't that they've
completely turned off IMAPS access.
