When cleaning out mailboxes in preparation for a switch of ISP, I had a similar problem which occurred now and then, typically in clumps. The work-around I used was to use the webmail interface (on the website of the ISP) to delete the offending messages; they are going to be the oldest in the queue. Typically, the offending messages are spam which arrives more or less in clusters; so if you find something queer in your inbox, search for similar messages and delete all you can find in a single session.
