Are messages internally forwarded, e.g. by Maildrop's Cc, filtered again?  In 
that case I'd put a 0/1/2 parameter for never-sign-local, always-sign-local, 
sign-local-unless any DKIM-Signature is seen, similar to NOADDRREWRITE.
