No, the UTF8 capability cannot be disabled.

The current version of Courier should accept UTF8 after logging in:

[root@jack ~]# telnet localhost pop-3
Trying ::1…
Connected to localhost.
Escape character is '^]'.
+OK Hello there.
USER mrsam
+OK Password required.
PASS *****
+OK logged in.
UTF8
+OK UTF8 enabled
