This is appears to be the configuration of the courier package. But the  
files it's complaining about are installed by the same package:

$ dpkg -S /etc/courier/faxrc.dist
courier: /etc/courier/faxrc.dist

This isn't the case of the courier package dependending on another package  
being fully configured. Not sure what this is all about.
