I'm not sure that this (below) is your issue, but it sounds related.=20
sieveshell apparently doesn't like STARTTLS, and there doesn't seem to=20
be a regular TLS option.  I have a similar issue connecting on my side=20
using sieveshell.

 From that issue, it sound like the recommended solution is to use=20
another sieve manager, like this:

I generally use the sieve manager from RoundCube's webmail for my sieve=20
script management.
