imap annotations support (kollab)

Hi,

While verifying a patch about annotation and myright support in PHP's
imap extension, we figured out that the annotation part of this patch
requires to patch imap (links below).

I wonder if this patch was ever proposed here and if yes, if there is
any plan to merge it? If not, what was the reason to reject this
feature (so I can point the user to this thread)?
