FWIW, I constantly get complaints about not being able to do this.
Especially in the case of wanting to redirect someone's mail to someone
else while they are on vacation. The other complaint is when someone quits
and they want to forward the mail to someone else permanently. They have
to check the delete box, wait until the cronjob runs that actually does
the deletion (max 5 minutes in my case) and then come back and add the
alias. Someone figured out that while the address was being deleted
and before they inserted the alias that mail might bounce. I get people
worrying that they might miss that critical piece of mail, although at
least it bounces so that they know it was not delivered.

I realize it is a tough problem but if there is any way to get it to work
within Jamm it would be appreciated.

In thinking about this couldn't it be made a 2 step process internal to Jamm?
When a duplicate name is detected delete the old entry first and then add the
new entry. Even if this was something that needed to be done by the Jamm
Cleaner, I would think you could issue some kind of notice that it will take a
few minutes for the changes to take effect.

Of course I could be all wrong, since I am not at all familiar with the Jamm
internals.
