how to reply to To: when cc:'d?

If I am cc:'d on a message and reply to it,
both the "From" and "To" field of the message
are used to generate new "To" fields.
Is this the correct choice?

I would expect the "From" field to be used to generate the 
new "To", and the original "To" field to generate a new "cc" 
field.
