Maildrop is intended to be invoked by an MTA so it should be easier to set up that way and you're likely get more help for it. Also if you already have a working mail delivery path exim->maildrop->user's mailbox (you should because that how various housekeeping e-mails from e.g. cron are supposed to reach you) then it is actually simpler to add fetchmail->exim bit to it than to set up a whole another chain: fetchmail->maildrop->user's mailbox.
