Header and Footer will not appear

Hi,
I am new to majordomo and majorcool. I set up a new maillist
and have gone into majorcool and added a header and footer but when I
send an e-mail to the maillist and then receive it the header and footer
do not appear. How do I turn that feature on? Can anyone help? Thanks
