I think what you are looking for is an archive management tool vs. a mailing list management tool. Certainly, you "could" have an address that is automatically zubscribed to each list you create. You do not need to do anything special to BCC the address either. To help make that user's mail easier to manage, you could also configure procmail to sort/file messages from each list into separate IMAP folders. POP does not have a mechanism at the server to hold read/unread flags for each message. Is the motive behind your questions something related to SOX compliance?
