So far everyone seems to be missing the OP's point: configuring the 
restrict_post setting is of limited use if the mailing list administrators 
are not able to place files on the mailing list server, a shortcoming 
which majordomo does nothing in itself to address.

A resolution to this problem is arguably out of scope of this mailing 
list; you'll need administration expertise on your mail platform to decide 
on what is an appropriate mechanism for allowing your mail admins to 
upload files: SCP?  FTP?  Some sort of shell access?  Some third party web 
interface to allow admins manage files (webmin/usermin come to mind)?  A 
discussion of the merits and shortcomings, security and otherwise, of 
those vehicles is probably well outside the scope of this list.
