Well, they don't expire voluntary-nomail subscriptions, either, do they?!

The reason is obvious: they expect that many subscribers will read only 
by web.  If you wish to make the same assumptions, then you need to 
disable inactive_lifetime completely for voluntary nomail.  But that's 
not all, of course:
- you need to make reading-by-web more friendly
- you need to make posting-by-web possible
