software error help

i have a problem with neomail 1.25. just installed, when i go the URL for 
neomail, i get the following message:

neomail.pl: Can't locate neomail.conf in @INC (@INC contains: 
/usr/local/lib/perl5/5.6.1/i686-linux /usr/local/lib/perl5/5.6.1 
/usr/local/lib/perl5/site_perl/5.6.1/i686-linux 
/usr/local/lib/perl5/site_perl/5.6.1 /usr/local/lib/perl5/site_perl 
/var/neomail) at /home/httpd/cgi-bin/neomail.pl line 37.

i read the postings on the list archive concerning the problem with 
permission, and here listings of two directories.

@INC seems to be pointing at '/var/neomail', which is where i would assume 
it should.

here is a listing of permission of the cgi-bin for the web server:

a Perl verison is 5.6.1
the RH Linux is 6.2
