As neomail comes out the box expecting to find unix/linux/bsd style local mail spools - are you sure you even want neomail? "WHAT IS NEOMAIL? NeoMail is a web-based e-mail client that can be installed on any UNIX mail server that is also running a web server." Without these mail spools you'll struggle to get it working with windows - even WITH the DB module, what mail spools are you going to point it at? Unless you've mounted some NFS Export or SMB share with them in of course..
