As i don't have OE, i only can speculate:

Possibly the CSV format isn't in the expected form.
First try to determine, if you corrcetly exported: Open the
file with Excel or your notepad.
If you want to see the expected format, you have to take a look
in the neomail source code.

I only can say, that the import from Netscape Communicator
works. Take a look in the archives, there should be an
example of a working csv entry.

You can export from OE, modify with excel, import with neomail.
