There are throttle settings on the queue, but only when sending messages
fail. By default, it pauses 60 seconds after failing the message the
first time, 2 minutes the second time, 4 minutes the third, etc, up to a
maximum of 24 hours. If delivery succeeds, this timer is reset. This was
implemented to stop hammering servers that aren't accepting messages
(leading to resource abuses).

All of that is in case of a failure. If there have been no failures,
deliveries are tried as soon as a message is queued. There is no other
throttling.
