Agreed. I'll make this happen.

That should already happen through the standard backoff algorithm. By
default nullmailer will wait a minimum of 60 seconds between queue runs,
and that delay will double each time through to a maximum of 24 hours.
However, bounces count as new mail, which is tried immediately,
bypassing that delay.
