A workable approach is to enable the alternate editor feature. When you use the
^_ command to access the alternate editor, a temp file is written and your
editor invoked. You editor saves its output in the file and pine returns to the
composer with the new formated data. Of course, in this context, editor
can be any program/script which will process the file. Hence, it could be a
script to remove the quoting or emacs or sedit or whatever programmable editor,
etc.

For this reply, I configured plain vi as my editor.
