Not forwarding attachments?

In addition to the handling of MIME types (see Tue, 13 Jun 2006), I am seeing another issue that affects PINE (and for which Apple Mail seems to be a/the culprit). If I have the include-attachments-in-reply option selected, then I can forward included attachments fine, EXCEPT for emails from someone that has sent me attachments via the following mailer (Jaguar Mail?): Apple Mail (v2.752.2) In this case, the attachements may be of type "Image" or "Text" or "Application" (at least as far as PINE shows when reading same), but in all cases when I forward them, the attachements line is empty and no attachments are included. Is there a reason PINE can SEE these attachemnts, but ignores them when I forward/reply/etc.? Any ideas?
