The value you choose for this option should reflect the character set supported by the terminal or emulator Pine is using for its display since that device is responsible for rendering the non-US-ASCII characters. Similarly, how you input 8-bit characters is a function of the display device, and not something Pine can provide. You'll need to consult the terminal (or emulator) documention for input instruction. Typical values for this option might include "ISO-8859-N", where N might be a number between 1 and 9, or 13, or 15.
