The credit card payment system is flawed, a taking system, not a positive payment system like the online digital gold/money operations. What reconcile / audit was the above system using to verify the transaction? Sounds like none. Certificate the authority first, ha, but how & by who? Possibly a public key ring of customers that experienced & approve the business. A Public Better Business Bureau certificate / key ring. Possibly a webpage ring operated by everybody like you and me, keeping key rings. What about email service providers keeping certificates / key rings? There are many of them to store in a redundant way, cross checking, who could cheat? If PGP could require multiple certificate/key copies, before processing financial transactions, that could help prevent some problems.
